BICI Readings - Part V (Checkpoints - Arrests Manners)

Checkpoints

[bici] 1097: Police personnel routinely physically assaulted individuals stopped at these checkpoints if there was any evidence that they had participated in or supported the protests. The forms of physical abuse include beating, kicking (including when the person was already lying on the ground). Bringing those involved to justice is what people seek.

[bici] 1098: In most cases, this physical abuse occurred despite the fact that victims did not resist arrest and did not pose any threats to PSF units. I don’t suppose this needs training. It needs immediate dismissal and trial. It also means that Al Khalifa successfully hired mercenaries who are not qualified.

[bici] 1102: The BDF was not involved in any riot control operations during February or March 2011 or subsequent events. WRONG!!! See the series of this video…

[bici] 1105: NSA personnel were not involved in any riot control operations. WRONG!!! Who are those (in the video), then??!! Armed militias (thugs) were all over the country and those why effectively brought Bahrain to the state of chaos it reached.

Findings and Conclusions (Checkpoints)

[bici] 1112: An examination of the evidence has revealed that PSF units violated principles of necessity and proportionality. This is evident in both the choice of weapons and the manner in which these weapons were used. Let's count the violations... ONE

[bici] 1113: The Commission has found PSF units used shotguns in many situations when this was not necessary. Since when does the event of killing get rewarded by additional training?!!!!!! TWO.

[bici] 1115: The Commission has also found that in the use of shotguns, PSF units did not, at all times,  strictly comply with their legal obligation to target the individuals in a manner that would disable in incapacitate the individual. Yes, that’s right. What’s next? Train them?!!! They killed at least 20 with shotguns and their reward is more traning?!!! THREE

[bici] 1116: Similarly, the Commission has found that PSF units fired rubber bullets in a manner that did not aim to cause minimal injuries to civilians. What can’t you simply say, “in a manner aimed at killing civilians”?!!??? FOUR

[bici] 1117: The number of tear gas canisters fired at protesters was disproportionate to the size of the demonstration and the number of participants. FIVE

[bici] 1117: In a number of situations, tear gas canisters were fires at private homes, in a manner that was unnecessary and indiscriminate. SIX... We're still counting...

[bici] 1118: At checkpoints, PSF units beat, kicked and physically harassed individuals. SEVEN

[bici] 1119: The PSF have used force and firearms in situations where this was unnecessary and in a manner that was disproportionate. EIGHT

Manner of Arrests

[bici] 1126.e: In all reported cases, the individuals performing the arrest wore black hoods covering their heads.

[bici] 1126.f: The behavior of the hooded security forces indicates a common practice, which suggests that they received the same type of training.

[bici] 1126.g: In all reported cases, the hooded security forces broke into the houses and through internal closed doors within the dwelling, thus terrorizing the inhabitants, including women and children

[bici] 1126.j: The women were asked to stand in their sleeping garments and were  not permitted to cover their bodies.

[bici] 1126.k: Children were forced out of their beds screaming and crying and were frequently forced apart from their mothers, which further causes psychological trauma to both the children and their mothers

[bici] 1126.m: Many instances were reported of security forces seizing personal property such as money, jewellery and perfume

[bici] 1126.o: Many of the security forces directed verbal abuse and insults, which generally involved insulting religious and sectarian beliefs (Shia)

[bici] 1131: The security forces typically beat the suspect, usually with kicks and punches, and on some occasions striking the suspect with their firearms, in front of his family

[bici] 1131: Two women stated that they were instructed to keep their hands down when they attempted to cover their chest

And then, you tell me this can be fixed by training those security personnel!!??? How can you possibly train such corrupt, dishonorable, bad, criminal and trash individuals??!!!

Findings and Conclusions (Manner of Arrests)

[bici] 1172: Security forces terrified the occupants. They forcibly broke doors. This practice was accompanied by sectarian insults and verbal abuse. Women and children witnessed these events. Women were asked to stand in their sleeping clothes, thus humiliating the women. This practice constitutes a violation of Muslim religious practices. Justice is through brining those criminals to justice and simply reporting their crimes and in the worst case dismiss them!

[bici] 1174: most of arrests were based on Royal Decree 18, which does not require producing am arrest warrant. That’s why the constitutionality of RD 18 is challenged by the Commission.

[bici] 1178: The Commission finds that arrests (1) violated international human rights law and Bahrain Law, (2) involved unnecessary excessive force, (3) involved unnecessary damage to property, (4) did not follow appropriate procedures identified by MoI and NSA

[bici] 1179: A systematic pattern of behavior existed

[bici] 1179: This is how security forces were trained and expected to act. This could not have happened without the knowledge of higher echelons of the command structure of the MoI and NSA

[bici] 1180: The failure to investigate these practices effectively could constitute the basis for superior responsibility

  • Excessive use of force was used by the MoI
  • MoI failed, in many cases, to conduct an effective investigation
  • Five individuals were tortured to death
Deaths (Case-by-case)

[bici] 898: Ali Abdulhadi Mushaima medical file disappeared when the hospital was taken over by the military. Why wasn’t the disappearance of the files investigated? Wasn't BICI concerned?

[bici] 900: The death of Mushaima (shotgun) was attributed to the use of excessive force. At the time of shooting, there were disturbances. He was shot in the back at close range. This indicates that there was no justification for the use of lethal force. Isn’t that a murder that requires serious and immediate attention and action by MoI?? A boy gets killed and nothing happens but clearing MoI responsibility? I though the role of MoI was to investigate murder cases and not simply acquit itself and close the case!! I think that's because MoI knows that the only agency that kills people in Bahrain is MoI and its associates and employees...

[bici] 905: The of Fadhel Matrook (shotgun) can be attributed to the use of excessive by police  officers. One police officer admitted that he fired a shotgun round in the direction of demonstrators. The MoI has initiated an investigation. What are the results, especially that the police officers who participated in the clashes and those who fired the shotgun rounds are very well known?

[bici] 906: A forensic report confirmed the cause of death (gunshots) of Mahmood Abutaki and stated that it was possible that there were two gunshots.

[bici] 910: The death of Mahmood Abutaki can be attributed to the use of excessive force by police officers. There was no justification for the use of lethal force. The MoI has initiated an investigation. What are the results?

[bici] 910: The Commission has not seen any evidence to suggest that the demonstrators were armed with weapons. Did you read that, GoB supporters and loyalists?!!! Protesters were NOT armed!!!!

[bici] 912: A forensic report confirmed the cause of death (gunshots) of Ali Khudair and concluded
that the shots were fired from a distance of 5 to 10 meters.

[bici] 915: The death of Ali Khudair can be attributed to the use of excessive force by police officers. The Commission has not seen any evidence to suggest that the demonstrators were armed with  weapons. The MoI has initiated an investigation. What are the results? Ali Khudair (53 years old) was UNARMED and yet he was shot from a distance of 5 to 10 meters!!! That's not excessive use of force! That's an animal act. That's a ruthless act!! The man who shot Khudair must be prosecuted and sentenced to life imprisonment.

[bici] 917: A forensic report confirmed the cause of death (gunshot to the head causing a fractured skull and laceration of the brain) of Isa Abdulhasan and concluded that the deceased was standing when he was shot  and that the shot was fired from a very close distance, possibly as close as a few centimeters. I repeat the same comment above!! That's ruthless, cruel, coldblooded, merciless, brutal and inhumane!!

[bici] 920: The death of Isa Abdulhasan can be attributed to the use of excessive force. The fact that the deceased was unarmed and was shot as close range in the head indicates that there was no justification for the use of lethal force. The MoI has initiated an investigation and concluded that
the evidence amounted to a wrongful killing. Wrongful???!! Are you kidding me?!! The 60 year old man was shot in cold blood and you’re saying “wrongful”!!! Screw YOU!!!

[bici] 923: The death of Ali Ahmed Moumen can be attributed to the use of excessive force. The fact that the deceased was unarmed and was shot as close range in the thigh indicates that there was no justification for the use of lethal force. The MoI has initiated an investigation and concluded that the evidence amounted to a wrongful killing

[bici] 929: The death of Ahmed Farhan can be attributed to the use of excessive force. The fact that the deceased was unarmed and had already been shot in the right leg before being shot at close range
indicates that there was no justification for the use of lethal force. The MoI has initiated an investigation. What are the results? The boy was shot, then shot again!! He was shot, tried to run away while he was injured, then shot again, then his head was blown off!!!! SCREW YOU, BICI, if you think that this case shouldn't be investigated!!

[bici] 929: The death of Abdulredha Buhumaid may be attributed to the BDF. BICI conclusion with regards to the death of Abdulredha Buhumaid is unbelievingly and ridiculously lame. Please see the videos...

[bici] (939, 942): The Commission is able to establish that (Jaffar Salman, Jaffar Mayoof) was shot by police officers. However, the available evidence is not sufficient to conclude that the death resulted from an excessive use of force.

[bici] 949: The death of Hani Abdulaziz can be attributed to the use of excessive force. The fact that the deceased was unarmed and was shot three times while running away indicates that there was no justification for the use of lethal force. The MoI investigation has identified the officer responsible for the death. He must be prosecuted, not suspended!! Why wasn't he??!! It's a murder case! If you think that the punishment of a killer is suspending him from work, then that's a disaster!!

[bici] 954: The death of Bahiya Alaradi is attributable to BDF. However the available evidence is not sufficient to conclude that the death resulted from an excessive use of force. What’s that supposed to mean? That’s it! A lady shot with and killed by parts of a .50 calibre bullet simply buried?!!! She didn’t approach the BDF personnel! She was in no confrontation with the BDF units! She was found injured, and then died, in a scene that was dominated by BDF units!! Don't you think a case needs to be opened and concluded?!!! Screw YOU!!!

[bici] 959: The death of Isa Radhi can be attributed to the use of excessive force. The fact that the deceased sustained multiple injuries consistent with impacts or beatings indicates that there as no justification for the use of lethal force. The MoI has initiated an investigation. What’s next?!! Are human lives that cheap?!!

[bici] 963: The death of Ahmed Abdulla Hassan can be attributed to the use of excessive force by unknown persons (shotgun). The fact that the deceased was shot three times in the back indicates that there was no justification for the use of lethal force. The Commission is unable to attribute this death to a certain agency or group. Why did the GoB lie in its local newspaper and claimed that Abdulla was a police officer who was killed by protesters?!! Please read this blog... http://bahrainaaraa.blogspot.com/2011/09/ahmed-abdulla-hasan-who-is-he.html

[bici] 968: The exact circumstances of the death of Majeed Abduaal (shotgun) are unknown.

[bici] 971: The MoI failed to conduct an effective investigation into the circumstances surround Sayed Ahmed Shams death. The available evidence is not sufficient to establish the responsible persons or whether the death resulted from an excessive use of force.

[bici] 973: The MoI failed to conduct an effective investigation into the circumstances surround Isa
Mohammed Ali Abdulla death. The available evidence is not sufficient to establish the responsible
persons or whether the death resulted from an excessive use of force.

[bici] 980: The Commission considers that the death of Sayyed Hameed Mahfoudh was an unlawful
killing. The fact that the deceased was found inside a plastic bag and the evidence of suffocation are indicative if an unlawful killing. Commission is unable to attribute this death to a certain agency or group

[bici] 983: The exact circumstances of the death of Jaffar Hasan Yusuf are unknown.

[bici] 966: The death of Abdurasool Alhujairi can be attributed to the use of excessive force by unknown persons. The fact that the deceased sustained multiple traumatic injuries indicates that there was no justification for the use of lethal force. The Commission is unable to attribute this death to a certain agency or group

[bici] 991, 996, 1000: The deaths of Hassan Jassim Makki, Ali Isa Saqer, Zakariya Al Asheeri are
attributed to torture at Dry Dock Detention Center. They were in custody of the MoI at the time of
their deaths.

[bici] 1005: The Commission concludes that the death of Abdulkareem Fakhrawi is attributed to
torture while in the custody of the NSA.

[bici] 1008: The death of Jaber Alawiyat is attributed to the MoI. The evidence received by the
Commission confirms that Jaber was in custody before his death.

[bici] 1030: The Commission received information indicating that Ahmed Rashid Al Muraisi sustained injuries when he was struck by a car driven by protesters in Sitra!!! In BICI paragraph 885, the report says that he was run over by a vehicle in the GCC roundabout!!! Even the Commission didn't receive a conclusion as to where Ahmed Al Muraisi died?!!! It remains a controversial case. It's bogus! Please read this...
http://bahrainaaraa.blogspot.com/2011/09/ahmed-al-muraisi-myth.html

[bici] 1040: The MoI conducted a joint investigation into the case of Mohammed Farooq and that of
Police Officer Kashif Mandhour, who was killed in the same incident. This led to the prosecution and conviction of seven individuals for murder. Please see this blog:

[bici] 1065: The MoI has stated that there were no police in the area during the time of the
incident (Ahmed Jaber Al Qattan death) and that the projectiles used are not of a type used by riot police. MoI is too busy defending itself instead of actually investigating the case. Does that need training??

[bici] 1071: No progress has been made in the case of Ali Jawad Al Shaikh death. Again, MoI was too busy defending itself instead of actually investigating the case.

BICI Reading - Part III (Deaths)

Allegations of Human Rights Violations

[bici] 848: A total of 13 civilians died and these deaths are attributable to Security Forces.

[bici] 848: Five persons allegedly died as a result of torture

[bici] 863: The cause of death for the 13 individuals identified include the following: Shotgun (7), another type of firearm (5) and beatings (1)

[bici] 864: The Commission finds that there were nine deaths which are attributable to the MoI and which resulted from the use of excessive and unnecessary lethal force. Have you lied enough, GoB?

[bici] 867: It is unclear whether intentional killings where as a result of individual acts or a policy of lethal use of force

[bici] 868: The Commission considers that the totality of the evidences, presented by MoI indicates a lack of impartiality, independence and integrity resulting in findings that are, in many cases, flawed and biased its favor. What a shame, GoB and Hamad!!

[bici] 869-870: Abdulredha Buhamaid and Bahiya Al Aradi deaths were attributable to the use of excessive and unnecessary lethal force by the BDF.

[bici] 870: The Commission concludes that in general the BDF did not use excessive force.

[bici] 871: The Commission concludes that the Military Attorney General’s investigations were not effective, did not satisfy international standards and consequently they were no in compliance with international law. This requires IMMEDIATE action!!

[bici] 872: The death of Jaffar Mayoof was attributable to security forces, but the Commission was unable to attribute it to any specific agency. Investigation is pending.

[bici] 874: The death of Hasan Jassim Mohammed Makki is attributable to his mistreatment while in custody (medical negligence).

[bici] 875: The death of Ali Isa Saqer is attributable to his mistreatment while in custody (manslaughter and failure to report the crime). What happened to the five MoI personnel who were charged?

[bici] 876: The death of Zakariy Al Asheeri is attributable to his mistreatment while in custody (mistreatment). What happened to the five MoI personnel who were charged? Why is the case dead?

[bici] 877: NSA failed to conduct an effective investigation in to Abdul Kareem Fakhrawi’s death. What happened to the two MoI personnel who were charged?

[bici] 878: MoI failed to conduct an investigation in to Jaber Alawiyat’s death. Why? Is he not a Bahraini citizen??!!

[bici] 881: 11 individuals were charged with the murder of Abdul Malik Ghulam Rasool, while Farid Maqbul’s death was attributable to unknown perpetrator

[bici] 882: The death of Stephen Abraham is attributable to the BDF.

[bici] 883: The Commission was unable to attribute the deliberate killing of Mohammed Ikhlas Tozzumul Ali to any specific persons or agencies

[bici] 885: Police officer Ahmed Rashid Al Muraisi was run over by a vehicle at the GCC roundabout. How come his family insists that he was run over in Sitra!??? And how come in BICI report paragraph 1030, the Commission received information indicating that he died in Sitra!!!

[bici] 886: Police officers Kashif Mandoor and Moahmmed Farouq were run over by a vehicle near the GCC roundabout. Read this article. http://bahrainaaraa.blogspot.com/2011/09/people-i-mean-sane-and-rational-people.html

[bici] 887: The death of police officer Jawad Shamlan is attributable to the BDF, and resulted from the deflection of a bullet. Investigations were not effective and not in compliance with international law.

[bici] 888: The Commission is unable to attribute the death of Lieutenant Aziz Juma Ayyad to a particular agency or group. BDF has not initiated an investigation into the circumstances surrounding his death and consequently there has not been compliance with international law

[bici] 889: The number of deaths raise many issues about a widespread practice of excessive use of force, failure to conduct effective investigations and failure of those in higher levels of command structure to prevent and repress the excessive use of force

Recommendations

[bici] 890: The GoB should conduct effective investigations into all the deaths that have been attributed to the security forces

[bici] 891: The appropriate prosecutions should be initiated with a view to ensuring punishment consistent with the gravity of the offence

[bici] 892: There should be a standing independent body to examine all complaints of torture, mistreatment, excessive use of force or other abuses at the hands of authorities

[bici] 893: The families of the victim should be entitled to compensation that is commensurate with the gravity of their loss

[bici] 894: The GoB should implement training programs for the security forces, the NSA and BDF.

[bici] 895: The Commission recommends that the death sentence for murder arising out of the events of Feb and March be commuted

BICI Reading - Part II (Chronology - SMC)

This is the second part of my analysis of the BICI Report. It includes the remaining events of February and March, the concluding observations and the Events at Salmaniya Medical Complex...

I'm listing the most important points, as I see the Report, and commenting on them where necessary...

[bici] 641: 14 February protests were not orchestrated by institutionalized political opposition groups. This proves that the movement is internal and that no external threats or interventions were present.

[bici] 641: 14 February protests crossed religious, sectarian and ethnic lines. This proves that the movement was NOT sectarian.

[bici] 642: When demands for reforms are rebuffed, the demands become for regime change. That’s why and how the call for the fall of the regime started.

[bici] 650: Protestors remained peaceful. No comments

[bici] 650: Even though protestors had not obtained authorizations to hold protests, their peaceful demonstrations were tolerated by the GoB. WRONG. Salman Bin Hamad gave the permission on BTV and everybody saw it.

[bici] 651: Sectarian tensions increased when, on 7 March, threats were circulated in internet social media networks against a Sunni woman who injured a demonstrator at the BFH as she left the area after her car was stopped by demonstrators and she was harassed. WRONG. The video is clear. Please see the video. She wasn't attacked: http://www.youtube.com/watch?v=lELUM39SMNw

[bici] 652: Three main opposition groups called for the establishment of a democratic republic in Bahrain. That's it. DEMOCRATIC. Not Islamic.

[bici] 651 – 653: The paragraphs focused on the fear that Sunnis accumulated from the events. It's worth noting that all injuries and deaths were among the Shia and yet the report talks about Sunnis fear!!

[bici] 652: The Commission has not been able to verify these claims (that clashed at UOB were orchestrated by the GoB). See the videos of the attack by thugs, who were protected and escorted by riot police. There are tens of other videos.

http://www.youtube.com/watch?v=_Z0P13CEJdk

http://www.youtube.com/watch?v=eHjlbBoIYN4

http://www.youtube.com/watch?v=AUWV6Cu2XnU

[bici] 653: The march on Riffaa led many in the GoB and among the Sunni community to conclude that because of the radical demands of the protestors the room for compromise had been diminished. What has the Sunni community got to do with radical “political” demands?!!!!

[bici] 654: These developments (March events) led the GoB to take forceful measures, beginning with the arrival of GCC-JSF on 14 March. Excuse me!!! What independent state would do this? Do you need foreign troops to restore law and order in your homeland?!!! Do you need tanks and artillery to crack down peaceful protestors??? And even if we assumem hypothetically, that they were violent (i.e. thorowing Molotov cocktails at the extreme), do we really need all those troops???? Give me a brek!

[bici] 657: On some occasions (14 – 17 February), protestors threw Molotov cocktails!!! LIE LIE LIE!!!

[bici] 660: No orders were issued to the police to use lethal force. The unnecessary and disproportionate force used against demonstrators was due to inadequate training, ineffectual and command systems and at insufficient numbers of police. What a lame statement.

[bici] 704: Undersecretary of MoH  claimed that protestors were not in control of SMC, the exit and entrance were normal and SMC was under the control of the administrators

[bici] 732: The MoH had previously stated on television that there were only seven patients with minor injuries. If the accused medical personnel was tried and imprisoned for providing false information to the media, then so must the MoH and BTV personnel.

[bici] 746:  She did not go to SMC because she had heard  television reports that armed opposition protesters had occupied the hospital. It’s the TV personnel who should have been prosecuted for spreading lies and false information!!

[bici] 785: The roundabout was declared a “crime scene” and therefore access (by ambulances) was prevented for the safety of the medical team. Then, why were the ambulances released at around 11:45??

[bici] 797: The BDF did not deny that detention and interrogations occurred within SMC and that some of the patients were transferred to the sixth floor, where they were under the direct control of the BDF.

[bici] 832: The tent erected at the GCC roundabout was officially authorized and supplied by MoH.

[bici] 841: the Commisions finds the allegations of medical personnel supplying protesters with weapons to be unfounded.

[bici] 840: Ambulances did perform their functions of carrying patients from all over Bahrain to SMC and this included expatriate Sunni workers

[bici] 842: The Commission found that certain patients were arrested as a result of injuries sustained at the GCC Roundabout, take to a police station, interrogated and then released or transferred to detention

[bici] 843: The Commission could establish that medical staff members were attacked on their way to and from the GCC roundabout, by security forces

[bici] 846: The SMS entrance and exit were controlled by protestors. If I wasn’t there, I would’ve kept silent. That never happened.

The report succeeds in expressing the fear that the Sunni community claimed and fails to mention that all attacks were on Shia villages.

BICI Reading - Part I (Chronology)

This is the first part of analyzing the BICI Report. It covers the chronological events of February and March, as seen, documented and proved by the Commission... The following also includes our comments and observations... I tried to list and evaluate the most important points only...

Introduction:

1. The narrative included February and March events only. Most of the human rights violations started
March onwards.

2. All Material is saved on a hard drive, that is kept in a secure place outside Bahrain. All material shall be erased after 10 years.

3. BICI report did not explain the mechanism through which the Constitution of 2002 was inacted and/or the legitimacy of it and, yet, refers to it as the legitimate Constitution.

4. 70 km of the Island of Bahrain coastline were reclaimed.

5. Landmass of Bahrain grew more than 10%, of which 90% have been transferred to private property, with more than 90% of the coastline becoming private property.

6. 65 square km of public land was valued at USD 40 million, transferred to private property, without proper payment to public treasury.

7. As of 2008, the number of licensed Sunni mosques is 360 and the number of licensed Shia places of worship is 863 mosques and 589 matams.

BICI Report

110: Most, if not all, arrest procedures violated clause 110 of the Report: This implies constitutional violations; hence; illegal arrests, which means all those arrested should be released with immediate effect.

125: There is a duplication of responsibility for the conduct of law enforcement officials among the Attorney-General, Military Penal Code, the Public Security Force law and the decree establishing the National Security Agency: No proper or systematic chain of command. There are four executive security entities, acting solely and independently. Who is to be held accountable? No one.

133. Article 11 of Royal Decree No 18 stipulated that judgments of the National Safety Courts are final. However, RD 48, 62 and 28 intervened and altered the judgments of the National Safety courts. This means that the King can, at any time, issue a RD that contradicts and/or challenges past constitutional Decrees: This means that the Kingdom of Bahrain is not constitutional or democratic; the King can revoke, issue, cancel, enforce and/or invalidate any constitutional Royal Decree, at any time, solely!!!

138. Khalifa Bin Ahmed, Commander-in-Chief of the BDF reports directly to the King.

141. Military Prosecution is headed by the Military Attorney-General Colonel Yusuf Rashid Felaifel

143. A total of 100 persons were arrested by BDF personnel

144. MOI is responsible for protecting property. Yet, MOI personnel participated in confiscating public and private property during arrests, as documented by BICI

146. MOI divisions relevant to February and March events are PSF and CID. PSF is headed by General Tarik Bin Dainah

147. PSF units were ordered to assist (and protect) NSA agents as they execute arrest warrants issued by the BDF Military Prosecutor.

150. NSA replaced the General Directorate of State Security and is headed by Khalifa Bin Abdulla and reports directly to the Prime Minister.

152. NSA was granted law enforcement powers beyond intelligence and information gathering. That's a huge security and safety gap. NSA empowerment in not constitutional. NSA have powers that obliterate other powers. Their roles are not clear. Their violations can't be traced. Who are they? How are they identified? Why were thet granted such powers? Why aren't they reporting to the King?

154. NSA personnel arrested 221 persons

158. The National Guard comprises around 400 personnel

161. National Guard arrested 103 individuals

164. The Constitution is vague when it comes to promulgating the National Safety State. Circumstances are not stipulated. Measures are not identified. Conversely, the Martial Law is very clear. That's the most important clause of the report. Measures are not identified. This means that each of the four entities can execute its own activities, based on its own, preferred interpretation of the State.

166. The security government bodies were compelled to develop interpretations of RD 18. Those interpretations were in favor of their own interest.

167. NSA and PSF continued concurrently to exercise their powers pursuant to other laws, whereas RD 18 required law enforcement to arrest individuals pursuant to arrest warrants by the Military Prosecution. That's a constitutional violation. All arrests that were executed by NSA and PSF are illegal and hence all those arrested by those two entities must be released immediately and charged dropped.

168. Arrest periods were violated

169. The effect of different interpretations to RD 18 is that the code of Criminal Procedure was effectively deactivated insofar as it relates to limitations on detention periods.

173. Checkpoints were the scene of a number of killings. Reason was that there was no unified system of command and control and that each checkpoint remained under the separate command of the respective government agency: No proper or systematic chain of command. This means that no one, legally, may be held accountable or responsible for the violations that took place during that period. The country was running loose during that period. It was Chaotic State more than it being a National Safety State.

176. Commission was unable to identify any unified rules of engagement among the government agencies. Same as above

177. There is little evidence to suggest that there existed a unified command and control structure that unified and encompassed the relevant agencies of the Government. Same as above

183. State of National Safety granted government authorities powers even greater than those granted under the Martial Law decree. That's a HUGE constitutional flaw!!!

184. RD 18 is to be reviewed by the Supreme Constitutional Court

212-214. Two police patrol cars and seven police personnel were confronted with 400 violent people. The confrontations ended with the killing of Fadhel Matrook. That's a stupid statement made by BICI

221. Al-Fateh unauthorized gathering on 16 February was not dispersed by police. Why NOT??

226. HRH suggested that demonstrators move to a more secure location because GoB was concerned for their safety

229. 17 February. Police were armed with shotguns! I'm surprised why the BICI did NOT comment on using shotguns! The use of shotguns is internationally banned! And, yet, police were armed with this weapon at all times!!

232. 17 February. Police were compelled to fire shotgun rounds in self-defense!!!

234. The distance between police and Isa Abdulhassan was a few centimeters!! The old man was shot dead in cold blood. The killed is identified. Three witnesses are present. Guess what? Ahmed Al Thawadi is still FREE!!!!

241. Preventing ambulances from going to the roundabout was a rumor!! Despite that fact that hundreds of people witnessed that incident of blocking hospitals from going to the roundabout, and given that fact that I was one of those who testified to BICI that ambulances were withdrawn from SMC for 3-4 hours, BICI insists that it was a rumor!

251-252. 18 February. BDF warned the demonstrators and shot warning shots in the air three times for 90 minutes!! Didn't you, BICI, see the video clips! Even the ones dispensed by MOI doesn't show this!!!! Please, BICI... See this... http://www.youtube.com/watch?v=A6CTja3LfIU

292. Al-Fateh unauthorized gathering on 21 February was not dispersed by police. Why NOT?? They claimed that streets were blocked extended to 8 KMs from Al-Fateh! Wasn't that traffic blocking and deserve to be actioned? Or maybe because all the participants were members of the security forces??

380. Raising Al-Qaeda flag was never mentioned here, whereas ridiculous substantiations of links to Iran or Shia, wherever BICI sees relevant are unhesitantly cited.

408. A checkpoint was stopping vehicles on which there were posters expressing support for the political leadership. Police officers intervened. This is a big fat lie!!! And I challenge BICI to prove it.

542. Circumstances leading to these deaths (16 march) remain unclear. BICI says that the killing of four citizens are unclear and yet condemns the "killing" of two unknown policemen on the same day. Please see this blog http://bahrainaaraa.blogspot.com/2011/09/people-i-mean-sane-and-rational-people.html

563. Checkpoints were a scene of terrorism and privacy violations. Thank you, BICI!

573. The practice of seizing and examining mobile phones and arresting persons who were found to have anti-government SMS messages or videos recorded on their phones continued.

574. Patterns of mistreatment of arrested persons continued, especially at police stations. I wonder what's the difference between "patterns" and "systematic". Dear BICI, it was systematic. Whether you like it or not, whether you want to say it or not, it is systematic!! And it's continuing to happen till this moment!!

582. Personal property was routinely confiscated.

Next would be the details of the chronology and the concluding observations...

We'll Take a Round with the Hookah!

Hamad the "Children" Ripper

"Jack the Ripper" is the best-known name given to an unidentified serial killer who was active in the largely impoverished areas in and around the Whitechapel district of London in 1888.

In Bahrain, Hamad the Ripper is the King of Bahrain (1999 - to date) who is held responsible and accountable for the deaths injuries of thousands of Bahraini innocent civilians, including many under the age of 18...

King Hamad Bin Isa Al Khalifa has recruited thousands of mercenaries to target, kill and execute as many opposition members as possible, no matter what the cost is.

Among the victims were four children (teenagers), who were murdered brutally, let alone the hundreds of teenagers who were detained, sentenced to imprisonment, tortured, beaten, insulted or had even lost an eye or two due to the regime's brutality.

1. Sayyed Ahmed Sayyed Saeed Shams

Sayyed Ahmed (15, Saar) was killed in front of his house on 30 March 2011, when riot police raided the village, shooting randomly at citizens and aiming directly at people. Ahmed was shot with a canister that killed him on the spot.

2. Ali Jawad Al-Shaikh

Ali (14, Sitra) was killed on 31 August 2011 (on Eid Al Fitr Day) when riot police stormed the city and hit Ali with a gas canister in the back.

3. Ahmed Jaber Al-Qattan

Ahmed (16, Shakhura) was killed on the 6th of October 2011 when riot police stormed Abu Saiba village and shot protestors with shotguns, tear gas, sound grenades and rubber bullets. Ahmed was hit by shotgun pellets.

4. Ali Abbas Al-Satrawi

Ali (16, Sitra) was protesting in Juffar. Riot police raided the village with their 4x4 vehicles in a non-unusual run-over attempts. The vehicle run over four protestors. One was injured seriously. Two escaped. Ali was affected seriously. Ali was caught between the vehicle and a house wall. The vehicle ran-over the martyr several times before cracking his bones and leaving him dead on street.

Government Stories

Ahmed Shams: Ahmed was playing football. He fell down on his head and died.

Ali Al Shaikh: The object that killed the boy doesn't belong to the Ministry of Interior

Ahmed Al Qattan: The pellets that caused the death of the boy do not match the Ministry of Interior pellets!!!!

Ali Al Satrawi: Ali was a saboteur. When he and his rioting and violent friends pelted stones, threw firebombs and hit the riot police with iron rods, the vehicle skidded because of oil on the road, which was spilled by the saboteursm squeezing Ali between the wall and the vehicle and killing him!!! What's worth mentioning is that the police changed the location of the body from the side of an alley that was too narrow for a speeding car to the middle of a main road, where oil was spilled!!!

Thugs 101

It's not the Democratic Republic of Congo. It's not Nigeria. And it's Libya. It's the modern, civilized state (Kingdom) of Bahrain. It's a state that has been ruled by a family for the last 230 years; Al Khalifa family.

It's Bahrain; Land of Eternity.

It’s Bahrain… Once was part of the Babylonian Empire.

It’s Bahrain… Cradle of Dilmun.

It’s Bahrain… Once embraced the first mosque outside the outskirts of the Arabian Peninsula.

It’s Bahrain… Once was the Middle East commercial center passage between Mesopotamia and Indus
Valley.

History speaks for itself. A paradise. That's what pre-Al Khalifa historians know Bahrain of.
Eternal land; land of peace! Land of tranquility. Harmony.

It shelters. It protects. It safeguards. It defends...

Now… Ruled by barbarians…

That's what the invaders did and brought to Bahrain. Thugs. Mercenaries. Slaves, who will ONLY do one thing: Secure their (relatively low) income via blindly obeying the masters with all nasty,
spiteful and horrible means.
